Please be advised that, due to the entry into force (with effect from Q1 2021) of the new Internal Standard of the Self-Regulatory Organisation "National Finance Association" (NFA), which is entitled "Formats of Electronic Data Interchange between Registrars and Nominee Holders and the Central Securities Depository", NSD will, in Q1 2021, implement a new disclosure procedure for compilation of lists of securities holders and lists of persons authorized to exercise rights attached to securities* (collectively, "Lists"), using the new version of electronic document formats approved by the NFA's Board of Directors (the "FCDR_2017_02 Formats").
Migration to the new FCDR_2017_02 Formats will be gradual, as each of the registrars starts using the new format version. During the transitional period, Lists will be compiled using both the current procedure and the new one, depending on the format of the Disclosure Request received by NSD from a registrar.
The date when NSD migrates to the new FCDR_2017_02 Formats for compiling Lists for securities subject to centralized recordkeeping of rights or securities subject to mandatory centralized safekeeping at NSD will be communicated in due time.
NSD's official web site contains a new section "Changes in the Disclosure Procedure for Russian Securities" with a detailed description of how to use the new FCDR_2017_02 Formats, specifics of data interchange, NSD's new statement forms, and how to complete them.
