To NSD's clients
Pursuant to the decision of the NSD Executive Board dated 6 December 2023 and pursuant to the Decree of the President of the Russian Federation No. 844 dated 8 November 2023 "On Additional Temporary Economic Measures Related to the Circulation of International Securities” (the "Decree"), NSD informs of the marketing period beginning from 1 December 2023 and until the completion of the measures stipulated by the Decree, during which the fee for transfer of international securities is not charged (clause 15.1 of the NSD Fee Schedule for Depository Services) under the following conditions:
- transactions conducted in accordance with this clause shall comply with the legislation, including regulations of the Bank of Russia and the Board of Directors of the Bank of Russia, as well as official explanations of the Bank of Russia.
- Securities of international issuers are transferred in correspondence with special sections of securities accounts of NSD's clients.
- International securities are transferred under counter instructions of the Sending Client (or the securities account/sub-account operator) and the Receiving Client (or the securities account/sub-account operator) without cash settlement (Transaction Code 16 and 16/1)
and/or
- securities are transferred within one securities account at the direction of the client (Transaction Code 20);
and/or
- securities are transferred between securities accounts on the instruction of the Sending Client without confirmation from the Receiving Rlient (Transaction Code 10).
Please note that the list of dedicated sections of securities accounts will be defined in the Procedure for Communication between the Depository and Clients in Exercising the Terms and Conditions of Depository Activities by National Settlement Depository and will be notified to you in due course.
